most energy expenditure in running is used to bounce up and down.. if cadence is low but strike length is long, the vertical oscillation is large... if you land more near to the centre of gravity, with higher cadence, strike length decrease, speed is the same but oscillation is reduced and thus save energy... thats the theory of mid foot striking...

weather the speed is increase or decrease depend on how much cadence you increase and how much strike length you reduced...
SL x Cadence (frequency) = speed
different speed may have different optiumal SL and cadence for different ppl.. if you choose incorrectly, you waste more energy...
